Curt RV hitches # C19101 and # E-100 will not work on a C-channel bumper so you may want to consider a frame-mounted RV hitch like # 13703 or one of the others shown on the linked page. These have a 2-inch receiver opening for your bike rack or other RV-rated accessory and the various model fits varying frame widths; some are bolt-on while others are weld-on products. I have an answer about the clamps. Unfortunately, on the Surco 2 Bike Carrier for Van/RV Ladders # SP501BR, the mounting brackets that are designed to attach to the ladder rail are non-adjustable. They are designed to clamp around 1-inch diameter tubing. The # KU74FR Kuat Transfer will work very well with bikes with wheel diameters from 18-29 inches, so it'll work well with your bike, but as you mentioned it isn't recommended for use on the rear of a motorhome or a towed trailer or camper.

At the rear of a trailer or RV the ride quality is very rough when compared to the ride quality at the rear of a passenger vehicle. Reason being the suspension isn't as sophisticated and there is a longer distance between the rear axle and the rear of the trailer which exaggerates the movement of the trailer when hitting bumps. Because of that only a few bike racks were designed to be reinforced enough for that type of use.

If you need to better secure the bumper itself on your Coleman camper, it may require torqueing bolts or even welding. Once it is secure, there are a few bike racks that are designed to connect to the bumper. You are correct that any accessory item to be installed on the rear of a trailer (or a motor home) must be built specifically to handle the vertical and lateral forces that are found there. Standard bike racks that are made for use on a passenger car with a hitch receiver cannot withstand these forces. The greater the distance from the rear axle to the rear of the camper (where the rack will be) the greater the stresses placed on the rack.
